Types of customs clearance

Free circulation

Goods are released for normal use, sale, storage, or distribution in Norway after duties, VAT, and import requirements are handled.

Use cases

Relevant when goods will remain in Norway without a special customs procedure.

Transit

Goods move under customs control before final clearance, onward transport, or completion of another procedure.

Use cases

Relevant when Norway is not the final clearance point or the goods must move before import clearance.

Temporary storage

Goods are placed in temporary storage, often connected to a customs warehouse, while awaiting declaration or another customs procedure.

Inward processing

Non-Norwegian goods are imported for processing, repair, or transformation before re-export or release under the correct duty treatment.

Temporary admission

Goods enter Norway for a limited purpose and are expected to leave again, such as equipment, exhibitions, testing, or demonstrations.

End-use

Goods may qualify for reduced or suspended duty because they will be used for a specific approved purpose.

ATA-carnet

Carnet-based temporary admission for eligible professional equipment, exhibition goods, samples, and similar temporary movements.
